NEW: Add Hidden Config 'OVERRIDE_VAT_FOR_EXPENSE_REPORT'

- Setting constant `OVERRIDE_VAT_FOR_EXPENSE_REPORT` to `1` will allow expense reports to show VAT even if the global VAT setting is off
