36b0cb5b23 NEW Merge all admin tools (system and module admin tools) into same 
entry "Admin tools", so now things are clear: All features restricted to
an admin user is inside "setup" (for setup) or "admin tools" (for action
tools) instead of 3 different entries.

2889c3ac70 Qual: Feature to make payment of salaries has been moved into a module 
(module dedicated to manage salaries and salary payments).
Qual: Also module for employee to declare trip and expenses has been
moved into same place than module for employee to declare holidays
(into HRM top entry). It is not an accountancy module so no reason to
have it into entry "Accountancy".

0743521b6b - No need to load css of plugin fileupload (plugin never loaded). Too 
much bugged to be included by default.
- Vertical menu must be under horizontal menu, even if horizontal menu

There was a confusion because of bad translation key StatusOrderToBill

8d206fdfb0 Prepare move to other licence. For the moment all answers for licence 
upgrade were not yet received. So we prepare for GPL by uniformizing
licence text keys to GPL-3+. Will move later to AGPL if all answers are
positive.

db1cd6b27f Qual: Merge the 2 class MenuTop and MenuLeft into menu handler file

2617fc21a6 Some fix: List of invoices to show in "to bill" menu must contains 
"Validated, Shipment in process, Delivered" (some users may want to
make invoice before shipment, some after).
We keep workflow opened by default. Module workflow may restrict this
however.
Also, remove menu entry, because we now have direct link to page onto
list.
